Sustaining the Global HIV Response: Pre-Conference at IAS 2025

On July 13, 2025, during the International AIDS Society Conference (IAS 2025) in Kigali, the Georgetown Center for Innovation in Global Health (CIGH) co-hosted a day-long pre-conference on sustaining the global HIV response, alongside the Governments of Malawi and Rwanda and the Africa HIV Control Working Group. The convening brought together leaders from 12 countries to explore how to protect hard-won gains and build resilient, self-reliant systems amid growing funding uncertainty.
Country representatives shared innovative strategies to strengthen sustainability and drive country ownership. Zimbabwe highlighted efforts to expand its AIDS levy and develop new domestic funding streams, including airtime taxes and insurance models. Tanzania showcased national supply chain reforms; Zambia shared examples of laboratory efficiency and community engagement; and civil society leaders emphasized integration models that protect key populations through social contracting and community-led monitoring.
Throughout the day, participants voiced not only concern but momentum and ingenuity—a shared commitment to ensuring the HIV response remains strong and African-led. This effort continues through the Africa HIV Control Working Group, a dedicated session at the upcoming ICASA 2025, and a forthcoming Lancet Group journal series capturing key lessons, innovations, and next steps.
